I have a Leopard C1 I'm working on and I just want to know where I can get the best decals for it, I'd prefer not to use dry transfers since I can never get them to work right. I need the Maple Leaf with the white outline.

The Modern Canadian Vehicles forum is a good idea, you'll find lots of modern Canadian armour enthusiasts there.
I ordered some markings for my Leopard C1 from Archer Fine Transfers. They just came in the mail a few days ago and look beautiful. I ordered by fax on October 10th and they arrived on the 22nd. I couldn't figure out how to order 'online' so I went with the fax option and it was easy-peasy....no problem.
They are dry transfer markings and not decals. They have some decals in their line, but mostly rub-down dry transfer markings. They have a Canadian Armour section in their online catalogue here: ARCHER CANADIAN SECTION

Archer products are reviewed regularly here so you can find some good info on their products, check the reviews and news sections.
