I know what you mean, but not entirely. Those which only include the base and part of a building are superbly useful in the sense that the cabblestoned roads are very well done indeed. Worth looking at

I love them.
what I meant was that they are usefull even to an experienced modeller, if he is too lazy to build a full building

Well Petros, I'm happy you have the time for this "full building" stuff. Unfortunately, I still have to work for a living. Money and time are both a very real problem as far as any "modelling" is concerned. Modelling time and parts are very, very precious when I can afford them... And I'm not even an "experienced modeller" but hopefully I'm getting there.
Anything that cuts corners and produces what I want is very welcome.
