I believe these are SA-3 Goa (S-125 Neva/Pechora) launchers :
Don't know about any 1/35th scale kit for them...

These are SA-3 on T-55 base.
A kit in 1/72 is should be available... PST has one.

Today I found some more kits of these vehicles.
If someone is interested, take a look at Zebrano´s kits - but they are in 1/72 too.
So we still have to wait for 1/35 kits... or have to scratchbuild them.
