Quick question, what are the arrows pointing at? Are they part of the "Shtora-1" Active Optical-Electronic System?

They are laser detectors. They tell the commander when his tank is being lased and can even point the turret directly at the laser source (this system has a override that was insisted upon, or so I hear ).

You can see them on the T-90 as well.
