That's a nice kit. The window frames are a tight fit but otherwise it goes together well. The rather large pieces do need some "splinting" to make sure they are properly aligned.
The kit is missing any ground floor etc, so that will be some work. Historically this was either cement screed or heavy terracotta/ceramic tiles

Does a "Hammelburg" (German Bundeswehr city fighting training area) type diorama count for this campaign or does it have to be "real war"
Would a "Twilight:2000" inspired diorama count?

Since the focus of the campaign will be on the buildings and surroundings the yes either would be acceptable

If I want to join this campaign how exactly do I join and do I have to have a vehicle and is there a limit to the number of figures involved?

Check out the campaign page here, you will find the rules as well as the "enlist" button. You have to be signed in to enlist.
You will see that you don't need a vehicle as long as you have at least 4 figures.
I don't think Pat has ever put a limit on how much stuff you can use in his campaigns

as Jeremy posted, it's really easy to enlist Vladimir and Pat runs a great campaign (as does Jeremy). the Miniart Campaign was a joy to participate in and i learned a lot while having great fun.
i hope i'm not going to get into trouble for jump starting a vehicle for my diorama, not the base or any supporting items, just the King Tiger that's enlisted in the Tiger campaign?

I don't think that will be a problem Bruce. I already asked Pat about that when he threw the proposal on the table, and he said that the focus on this campaign is the urban dioramas, so he would allow builds from other campaigns and such. I will be using an Abrams I am building for the All American campaign

Yeah Bruce, checked the campaign rules before, they say the force is on the structure and that item from other campaigns are ok so that KT should be fine. I'm using the 4 figure from the Winter Worrier campaign and my KV-1 from the Killer KV campaign I'm really looking forward to the start of this 1 too

I have had an idea for a city diorama, and had already designed and drawn the outline of the buildings on cardboard but I never carried it out. So my question is: am I allowed to use these buildings or do I have to re-design them?

it will be hunting these 4 guys that will be holed up on the inside of a Mini Art damaged Garage
I also have Italeri Field Tool Shop that will be put on the inside of the garage along with some scratch rubble and some stuff from the spare parts box. Really looking forward to putting this 1 all together
