When showing chipped paint with a panzer gray scheme is the underlying color a red primer or something else?

Correct, except for the barrel, which would be heat-resistant dark grey primer.

I've seen a few models that show this color on the barrel with no base coat or camo over it and I wanted to do this. What's the best color to represent this?

Some kind of dark grey.
I've used Tamiya NATO Black. As I finish the model with a dull or flat coat, I'd leave the barrel with a bit more sheen than the rest, but definitely not glossy.
