I was looking through my new-to-me February MMI, and saw, much to my surprise, a Pocketbond ad with a pic of an ROK M47, and stock number AY13231. The vehicle pictured on the box art is clearly different than the Italeri kit, so I'm wondering: truly new release?

I think it's the old Italeri kit with some extra parts to match the ROK M-47 updates.

Correct. It is the Italeri kit (which is really nice) reboxed by Academy with an extra sprue from their ROK M48A5 kit to bring it up to ROK standards. It is mainly just the search light. It also has some nice decals as well.

There really isn't a whole lot wrong with the old Italeri kit. Except for tracks and cast surface detail, it's still really good right out of the box. Tart it up with some new tracks, handles and maybe a few little details and it's a stunner.
The beauty is that with it having been used by a number of smaller armies there are a lot of pretty unique variants you can make.

Oddly enough, I have one started right now, but just boxed it back up due to an impending move. I'm building a very early example with the "mud rings" still in the road wheels
(from Tamiya's M26), and have the DEF Model detail set and AFV Club rubber-chevron tracks for it. It's as you say, a nice kit with the noted exceptions, but mine has some fit issues (not bad) and a fair amount of flash and mold seams to deal with.

It's a fun project, but it takes me back in time a bit, nothing wrong with that.
I really like the look of the cut-down front fenders, but so far have only seen that in pics of ROK tanks along with the other later mods, thinking that was only done later in the tanks' service life?

Is it the same Italeri (brittle, with a tendency to flake) styrene as in the Italeri and Testor boxing, or is it the standard Academy styrene?

ARVN didn't have any M47, just M41.

Or you could use Tamiya figures - they're all "Asian sized". (Although a "Girls und Panzer" type crew sounds appealing)

The Testors/Italeri M47 is still a sweet kit. I'm working 4 at the same time (but as well on hold until my move is complete). Numerous mods will detail an already nice kit with DEF update manlet cover, adding Mr. Surfacer for cast detail and 1/35 scale numbers/letters for casting and foundry markings (the M47 was loaded with them). Grandt Line Bolts, some PE, Cal Scale Brass machine guns, Friul T80 and T84 tracks, etc., will be added as well. I'm building a Spanish M47E2 (1980's), and the other 3 M47's will be built and modified for use by Portugal (1970's), Somalia (1990's) and finally Jordan (1970's). The Academy kit in some cases could be more or less expensive than the Testor's kit...but basically the same kit overall. EBay could be the most logical choice if money is the issue.

That searchlight on the mantlet is exactly the kind I'm looking for for my AFV Club M60 but I've only been able to find the Legend one included in the M60 stowage set and that has a cover molded on the front..

I think the old Lo-Model M48/M60 set may have that searchlight in it, can't remember. They pop up at shows now and then for next to nothing too.

It actually includes two of them: one uncovered and one fully covered.

If I have spares left over from my DEF stash, and I have a 'open' search light, I'll just give the thing to ya. Sound good?? But the operative word here is 'if'.
