Nichimo. They made great 1/48 aircraft but their tanks and figures were awful - least the ones I had. Except for one, their 1/35 M4A1 cast-hull Sherman. That said, the worst kits I recall are the Nichimo Sd.Kfz. 251 (looked horrible but buildable) and a Eastern bloc model of a Yak-3. Both were so bad I threw them away. The Yak looked good but the fit - horrendous. IIRC, one fuselage half was a full 2mm too small on all sides for the other.
The other "worst" kit I had was a limited-run cottage industry model by Meikraft. I rated the kit as 20% although I now have a better appreciation of the brand after reading about it from a member who knew the man (literally a one-man operation by a man who loved models and wanted to make subjects no one else had touched). As much as I appreciate Meikraft for that, I still think that the kit would require 800% more effort than I would expect anybody would want to put into it. Unless the builder was a "because I can" builder.
