The single most important thing when glueing the track links is to avoid getting too much glue or solvent on them.
My personal preference is ethylic acetate which can be found in some brands of (usually the cheaper ones) nail polish remover.
This is only solvent so it evaporates completely after welding/bonding the styrene surfaces. The pure solvent modelling "glues" usually also contains smaller or larger parts of ethylic acetate.

Doing indy tracks is one of the few instances when I don't prefer Tamiya Extra Thin. I use either regular Tamiya or Gunze-Sangyo Mr Cement. Those give extra curing time which allows me to glue up a full run and then form it to the shape I need. If I am doing a live track suspension then the extra thin works fine if I do it a section at a time.
To Sauerteig's point, I don't think he meant to say paint the links before gluing them together, rather paint the assembled track before gluing it to the vehicle. If the suspension is not going to get completely mudded up then this is generally sound advice (making allowances for personal preference regarding the various methods), but if you plan on covering the whole suspension in mud then it really doesn't much matter in that regard.

Thanks for the responses.I will work on this this today.The tracks "snap" together nicely,and I watched a youtube video where they are placed on tape,glued then carefully removed and placed.My concern is the glue drying too fast.

Ditto on Tamiya Extra Thin. I use it on everything anyway. Although it dries fast, the articulation between links will remain flexible enough to shape them.
