I have the Eduard PE set for the Tamiya BMW R75 (kit #35023). But I just realized I have an older boxing of the R75 (kit #16)... is the motorcycle the same one in both kits?

There are sprue images here:

One difference is that the sidecar version has a modified right hand side of the frame (frame and half gas tank) to provide a forward attachment point for the sidecar.
If you file this down to be only the lower front bend in the frame then I think the rest is the same.
Those webpages also contain the instructions.

You may have brought the wrong Eduard set but it looks like you did buy the right Tamiya kit, the one with the sidecar.
The two solo bikes are totally made up as both those versions of the BMW and the Zundapp were designed and constructed as a three wheeled vehicle with layout, driveshafts, frame steering and weight distribution manufactured accordingly. Never was intended to be a solo bike.
