The first thing Id do is wash it with warm soapy water and rinse well with water (to remove the release agent) and then build it up. When built add to pave ment base. It may be more practical to build this yourself to suit your own dio. Pour a flat area of quick drying hobby hardwall and scribe the design you want. draw it on the hardwall first, to you get a design you´re happy with. Add building, and rubble. Spray the whole thing with a primer. I use humbrol black for things like this as it adds shade etc. Then paint using you tamiya paints. If you dont have a good coverage, paint in two or three layers rather than 1 thick covering as this can hide detail. Then wash and drybrush to bring up detail. If you search the diorama forum here you will find loads of articles on all of these subjects and more. Dont be afraid to ask questions!
