It is a form of camouflage netting. It is along the same lines as Barracuda cam. I am not sure if it is attached with velcro or some type of snap or tie-down system. It likely reflects and dissipates the heat from the vehicle rather that actually providing any type of camouflage in an urban environment.

Nick,
If you have the ability to zoom the picture some, I think (operative word here

) you will find that there are clips and straps that hold it. It appears that across the top of the windshield there are 6 (?) straps and again down the frame of the door there appear to be more. I can't tell how it is or if it is attached along/above the wheel well.
