I generally build 1/25 trucks, but instead of just having them sit on the shelf, I'd like to attach some to bases. The bases won't be elaborate constructions like I've seen here on this forum (paved parking lots, streets, maybe a construction site). My question is this: most of the trucks have vinyl tires so what is the best way to attache them to a base? I could probably use wire between the rear duals, but what about the front?

I usually drill a small hole in the tire and use a piece of brass wire as a pin to attach the vehicle to the base. Normally, on the kits I have the wheels/tires are either plastic or resin but I'm sure the pin would work in a vinyl tire with a drop of CA glue.

If the rod in the vinyl tine doesn't work, you can also take some fine string or wire, drill 2 holes in the base at each attachment point, and thread the wire up and over the axle and then back through the base. Simply twist the wires together under the base to secure it. Put the wires close to the back of the wheels to hide them. It works great. Good luck.
