ummmmmmmmm,
without even pretending to know everything I would say that there
isn't any that are anywhere near easily available. I could be wrong but ....

As for converting from german flatcars I'd say that will be difficult since
Russia/Soviet Union/Russia uses a different width of track than Europe
(except Finland & Spain) so the chances are very small that it would
be an easy conversion. No, I haven't heard of any conversion kits either.
Sorry.

Hate to say it, but not only is there not a kit I know of, but there is also precious little available ont he real flat cars too. I do some Model Railroading on the side and just finding info on the Russian railroad fleet in ANY time frame is nearly impossible. Hopefully more rail enthusiests will pop up in Russia and share information on the rail fleet as the years go on, at least in the main stream of the hobbies.

Best bet may come from going to the Model Railroader website (Kalmbach) or some other railroad oriented forums.

Personally, I would like a modern 1/35 Russian or US flatcar in the 45-70 ton ranges for a uber-cool modern diorama. Yeah, right...
