Hey guys.I have several ideas for this campaign but I just wanted to post up and see what you guys think of them.All of the are Nam era so just stay with me.
One idea is plain and simple:Have either a Navy or a South Vietnamese Huey flying over the water to touch down on a aircraft carrier to deliver civilians during the fall of Saigon.
Another one is to have a slick or a gunship humping it through the Mekong Delta and they fly over a Sampan with some people in it.
And my last idea is to have a huey fly over the infamous China Beach with a nurse waving at them on the beach.
What do you guys think?

They all sound good but how are you going to keep it under $30? The chopper itself will probably cost that much

Well thats just it.I already have alot of the stuff I would use depending on which one I do.All I really need is the Huey and figs.I can make the rest of it from my bitz box.

Budget won't be your only challenge :
- the 6x9" base restriction won't allow your slick, unless you break up your saw. Which would be a pity
- making diorama water isn't easy. Making diorama water that is disturbed in concentric circles by a chopper must be terribly difficult. If this would be sea water... wow man !
But don't let challenges stop you !

I agree with the previous posts. You have some great ideas. The budget and size constraint are going to be your biggest hurdles.
You could alter your point in time of one of these stories. Take it to a Seal already off the helo making his way through a pattie or he civilians ducking and running either to or from the helo. That way you have the water, the idea or the illusion of the helo (either to come or having just been there) and you can more easily fit the base and the cost into the project.

I made a dio with slick over a rice field, long time ago. I remember how difficult it was to deal with the water and the effect of the rotors on that. I made the dio with 2 modeling friends (scratchbuilt on 1/15 with Verlinden soldiers !) and the biggest puzzle (besides scratchbuilding a Huey) was the water. I'm not saying it can't be done, but you're in for the challenge of the year if you try your hand at that.
