Now that is an interesting question!
I think that you are saying that the metal ferrulethat holds the hair has fallen off the handle?
If so, you have already mentioned two good fixes. I think the epoxy or hot glue gun would be okay. My hot glue gun gets pretty... well... hot... So, maybe the epoxy is best.
If you are saying that the hairs are coming out of tthe ferrule, I think you would have a tuff time fixing that. Although, you can always try to contact a big brush supplier like WN and ask for input.
Also, congrats on squeezing all the life out of your brushes.

I took pliers and sorta "snugged" the ferrel back down into the handle of some of my brushes. I put the pliers on the ferrel and sqeezed the metal back together where seam had come a little loose. That seemed to work okay.

Kevin, I'd go for epoxy that's dish washer resistant. With hot glue you will soon have the same problem as you've got now...

would carpenters glue be an option?? if the handle is wood maybe the ferrule would stay. It is stonger than elmers at least. or a dab of silicone caulking the stuff around the bath tubs. I know it is flexable but you got to almost chisle that stuff off.

Try using Fabritac glue. You can find it at most craft shops. This stuff is very sticky and dries hard as a rock.

Have you tried soaking the wooden handle (or using steam) to make the wood expand and fit the ferrule better?
