I am working on a vignette depicting a fictional scene from Baghdad and I ordered a base and building from Verlinden and I was wondering what glue or adhesive I should use for the ceramic building pieces?

You can use PVA (White glue) or two part epoxy. This depends on weight and structure. If they are light and have good solid support the PVA will do. If not go with the stronger two part epoxy.
You may even need to consider making pins to help hold the pieces together. Use toothpicks or paper clips cut down to side. Then drill matching holes in each part and use the same glue to bond those and hold the pieces. This will give you a lot more added strength. Most VP products don't have guide pins or tabs to help with this.

Wood glue, plaster to plaster, ceramic to ceramic, The pieces will break before the glued join. Cleans up with warm water.
