Hi Matt. Beer gardens of WW2 are probably much like beer gardens of today. Basically folks want to drink outside when the weather is good. So any typical rustic lodge-type or café building with outside seating is cool. This is where your imagination can get the freedom to enjoy the build.
In Sweden they call it "utservering" where a terrace or balcony is built with timber in the summer, adjoining to the said establishment. Seating can be simple, long timber-benches and tables to having logs cut as seats around smaller tables. An urban version would probably have a surrounding wall to protect privacy, with seating simialr to the rural version.

Matt, Frank's right on the money !!!
Most early beergardens were extensions of inns, beerhalls or hostels for Octoberfests, Summer gatherings etc. for nice weather outdoor beer and kockworst.
Get youself some good German looking buildings as ref. pics. I searched " timber and stone German buildings "
I'm retired now and have all the time in the world, except last week, just got back from " Holiday visiting and new house hunting yeeech ".
Get yourself some 3/16th foamboard and form your basic structure. If you want, you can p.m. me and I'll help you with this build.
You can build the bottom ref. pics. it's not really that hard. Foamboard, fishtank stones, balsa & basswood, plaster or sheetrock mud. That's it, all applied in the proper proportions.
Lottsa time and patience [ sp ? ], I'm not patient enough to pick up Webster and look it up. Yes redundancy is a hobby of mine.

I forget where I found these ref. pics. I think somewhere when I googled " German stone and timber buildings ".
If I remember correctly these are pics. from the early 1900's - 20's .
