Putting figures in water

So, does anoyne know how to put figures in water like this. I'm wondering if there's a difference in how you would put the figures in the sea, as opposed to the small ponds. Any ideas on how I'd do this? Take a look at the second link and tell me what you think.

I would go with a water product that is pourable for a base level of water. Then if you want waves and splashes I would go with two part epoxy and or silicone type solutions.
Use a base of something like Woodland scenics water affects or the stuff in this feature

well, I figured I'd dig this up, since I didn't really get an answer to everything the first time around....

I'm going to be making an omaha beach dio, with the water made of either plaster of paris, celluclay, or wall patch stuff. On top of that, I will pour a thin layer of tinted resin. I don't really need help with the water effects, what I'm not sure about is what to do with the figures that I want to be deep or shallow in the water. Obviously you don't want to embed them inside before you are done painting the water. My guess is that you will want to put the figs in after the water is painted, but before you pour the resin? Any help would be appreciated.

Well, Matthew, I have been giving this a lot of thought since I am also working on an Omaha Beach scene. But I have absolutely no experience with water effects, so I am dying to find out what you learn. The only thing I've tried is the Woodland Scenics effects, placing the figure first and pouring it up to his waist. He melted. I have to think that resin would have the same result - and yet I've seen this done beautifully! Perhaps we can stay in touch?
