I don't think there's a site set up specifically for "measuring" the value of a kit. However, if you do a search on eBay, you may or may not get an idea. For what it's worth, I have a 1/16th Tamiya M4A3 Computerized 105mm. There's one on eBay right now for a starting bid of $199.00...which is IMHO, fair...however, his original "Buy it Now" was $900.00. Currently the BiN is $700.00. Again, . I doubt that'll happen....
You may get some thoughts and opinions on value if you let us know what the kit is.

It is a Tamiya Mokei M-48A2 Patton. The box is in good shape and the parts are still sealed in the original bags. However, a lot of the parts have fallen off the trees and the decals are aged (with good reason). If I had to guess I think it is around a 1970 or earlier boxing.

Hi Mate,i tend to find that on E-Bay that the rule of thumb i use is if i a kit is still available i only tend to bid two-thirds of the market value, any more than this you might as well source it elsewhere as it wont be a bargain(always remember if we do`nt use our LHS we`ll lose them !!).
However,if it`s a kit that has been discontinued or is very rare then it`s worth what you`re prepared to pay,i can safely comment here as i recently parted with £50.00 to get a 1/32 scale DeHavilland Mosquito(these are as rare as rocking horse pooh !!!).

Some folks use eBay as a way to appraise a rare kit. Set the reserve to a high figure like $500. Start the bidding at $10. By the end of the week, bidders may run the price up and see where it is when it ends.

Well, the answer to this question is $227.50 US. That is what I sold it for on ebay.

Locally we have trade me, the same sort of thing I guess...
I see what they have on offer, then go to a local shop's website to find if the kit is current/ pricing.
It is sad that some of the sellers try to set their reserve higher than the mail order/retail price!!!
I think at times the sellers need to do the same rather than apparently rip innocent consumers off.
As you say, oop kits are harder, usually I guess by an in production equivalent, or good old horse sense.
