MK35 makes a lot of civilians, although not modern. Maybe you can use them to convert to modern?
Hmmmmm..... why does my answer stand on top of this topic???

Does anyone know where to get 1/35 civilian figs, preferably modern? Am I going to have to Frankenstein these?

One producer of figures I know that does a few is Preiser
I found a site selling a few but you may want to search around for other suppliers. They do several scales.

Try Red Lancers in Pennsylvania. They carry an extensive selection of military figures by different makers and I'm sure if you scan their inventory lists you will find some civilians.

Unfortunately, civilian figures are hard to get. AFAIR, MIG Productions, Verlinden and VLS make some in resin - I clearly recall an old woman by MIG and an Orthodox Priest by some VLS offshot AFAIR. Otherwise, Preiser and frankensteining seem to be your best bet. For attractive ladies, chec out V-E kit from Master Box. I've seen people make wonders out of it.

Yes, I thought that myself. Some of the figs I've seen wouldn't be too out of place with the right paint job and accessories. Some of them have just the right poses too. Thanks for all the info guys.
