I have the Vallejo water product and I'm planning on using it to make a small (12"x2") stream on a diorama. I don't wish this to be "dead still" or stagnant, but it's not meant to be wild rapids.
In short - How do I put some gentle "flow lines" in my stream to give a slight movement effect?

I've never used Vallejo water, so it may be different.
Usually what you do is pour the water product as a calm stream, then as it dries a bit and stiffens a bit you take a tooth pick and 'drag' in ripples and flow lines. You can also let the first layer dry and add in ripples by pouring a second layer just where you want ripples. On the second ripple layer you should let the stuff stiffen a bit so it doesn't pour and flow as well. This would build a small layer/ridge.

stuart i got just what u need!!!!!!!!!!!!!!
go to woodlandscenics.com and get their water effects under water in landscaping... it creates ripples white caps, the whole deal... they even have pics of it afterwards. ive used it it is amazing..
