fibre optics and LED's with clear red and orange styrene might be one way to go, also seen it done with staining some cotton, though that usually looks like stained cotton

You could paint static grass orange, red, or yellow to look like fire. It would be a short fire though.

Maybe colored saran (sp?) wrap would work. Also, look around places that sell model railroading supplies. They have some lights and smoke machines that are small and will fit into dioramas. They use them for burning buildings in railroad dioramas usually.

You could also try to form 'flames' from woodland scenics E-Z water, these pellets are transparant yellow and in combination with lights (and maybe smoke) this might work. I used E-Z water myself for a flamethrower tank and it looks quit nice (if I say so myself)
