My Jaguar 1/9th scale Confederate Infantryman comes with a small base. I am not sure what I want to do. What about painting it dark-medium brown, drybrushing a lighter brown then giving it a blackish wash? Also what about some static grass? I am not very experienced in making earth. I know that really isn't a diorama but I figure if anyone knows it would be you guys.

You have a good idea on paint colors, don't hesitate to add some hightlights of something like Buff or Earth (Tamiya colors).
I would paint the base first then use white glue/water mix and add that then pile on the static grass. Let it dry a bit (5 - 10 mintes not long), then turn it up side down to get rid of all the extra grass. Then lightly blow across it to stand up some of the grass or use a hard brislte brush to lift and position the blades as you want.
You can even drybrush or gently air brush the grass.
Don't hesitate to add rocks or dirt to add extra detail. You can add some dirt to the water/glue mix and then grasson top.
Gravel can be well - gravel or kitty little. Basic no-perfume, just basic kitty litter. Its nice shapes and sizes. If you add this I would do white glue water mix where you want the drit and rocks to show then add dirt then rocks. Paint these areas. The another coat of glue/water where you want grass and add grass around where you want it.

Ok thanks slodder. I think I will use some of your ideas. I am now thinking of adding rocks and other items like you said to liven it up a bit.

Just thought of something else - you could use paint brush bristles for grass.
Cut them to length and put down some thick glue/water and add the brisltes to it. I would paint it first.
