Have you tried adding beards with putty? It shouldn't be that hard.
ICM have an Afghan fighter set with beards and propaganda-kompany also do a bearded headset

Historex may have some but may be closer to 1/32,54mm in size. The Small Shop may still offer a product called "Haircoat". It can be pretty fiddley to use, but can give a decent result.
Michael Roberts might have a line of bearded heads. Don't know who carries them as I found mine on Evil Bay.

Haircoat is great but it's been discontinued. A bit of your favorite sculpting putty and a sharp#11 or a needle on a bare head from Hornet should do the trick.

OOPS! I meant to edit the post to say that the ideas I got will work. I will also try the Mr. Surfacer method I found in another post for gradual build up of the beard. Thanks to all who replied.

Ultracast have a bearded head in their 1/32nd (54mm) Civil War head set.

Never seen them "in the flesh" so I'm not too sure if they're much larger than 1/35th heads.
