If you check under the Feature section (at the top menu) and click on "Dioramas" you will be able to access lots of good articles that should help you kick start things.

In general:
1. All of us have a tendency to go big on our first dio but its better to start simple and preferably small.
2. Start with a rough sketch to visualize how everything will look. No need for an elaborate drawing or a fancy piece of drawing. Just stick figs and boxes for tanks will help in your planning. For those not good in sketching placing all the vehicles and/or figs or the floor should give you a rough idea of the dimensions involved.
3. Do some research. Often photos of the real thing helps in the dio planning.
4. Don't worry about making mistakes. Like modelling its part of the learning process although a somewhat frustrating one.

Good luck and do post progress pics.

I build the vehicles first, though I may wait on painting and weathering. I build the vehicles first so I can figure out all the spacing, angles, etc., before I start on the ground. It's also helpful to have the vehicles done in case you need to lay down tank tracks/tire tracks in your "dirt", etc.

I agree with the coments before. Only difference is I build the vehicles without the small parts just for handling ease. They have a habbit of breaking off when handled too much. Also leave the paint job till your grond work is done because 1-- it's easier to weather to the ground colores and 2-- any plaster or ground material can be cleaned off easier. Don't get too complicated, fun is the #1 priority.
