The short answer is 'nobody' unfortunately. There aren't any to be had anywhere. You're faced with scratchbuilding and sculpting I'm afraid....

Watch some of the Canadian AM manufacturers like Maple Leaf Models or Trackjam, they might just surprise everybody by coming out with some........

The DML modern Marines are a good base to work with.

Don't we wish we knew.
For all the support and loses we've had we seem to be at the bottom of manufactures lists.

Model producers don't base their kits and sets on how many soldiers are contributed to missions or how many are injured or die while serving.
We are not on the bottom of the list and I know of model masterers in Canada, USA, Australia, and Europe that have all expressed interest in developing modern Canadian figures.
It takes time to develop good masters for figures so just be patient.

I am working with someone to try and get at least a modern Canadian AFV crew done. Thanks to Jason helping me compile some photo research I have taken that to them and they are looking into it. I can't say more about it right now.
Hopefully something concrete will come out of it and we will see some resin.

I agree modern Canadians would be nice, but painting the CADPAT would drive me insane.

Except for the helmets and rifles, it shouldn't be a problem to kitbash some Canadian soldiers. Among the fighting troops in Afghanistan you will scarcely see an issued TACVest. It should open up all kinds of options when looking for figure kits to work with. The Dragon modern Marines is a good starting point though. Maple Leaf models does C7s and Canadian helmets.

I saw a really good tip on how to paint digital cam on "Planet Figure" I think, and it was done with scotchbright in a sponge technique, and you know it was pretty convincing in scale.
I'll try and find it again, very cool and very easy.

it's not too hard, just base coat with od then go to the forest green, black and brown using a tiny brush. you can't get squares in that scale anyway so it doesn't matter
