Where do the velcro srips and panels for the front ends need to be mounted? Are they at a specific height requirment or are they randemly placed?

If you mean the velcro tape that is used to hold MILES belts in place, it is about 3 inches from the bottom of the turret edge.
If you mean the velcro that holds the CIPs (Combat Identification Panels) on, it is about a 1" square for the panels in 1/35. The velcro "L"s go about an inch in from the corners of the panels.
The CIPs themselves are centered on the angled front plates of the turret.

Two more quick questions, do parts numbers V4 and V5 need to have their large holes filled with putty? Secondly I think I installed part number O17 incorrectly, if someone can post an image of how that part is installed I would immensly appreciate it. Thanks.

Why will no one respond to this inquiry. I am trying to make progress and can't move forward on the lower hull until this question has been answered.
Again I ask if the forward torsion bars(Parts V4 and V5) need to filled in, also I need to see how part O17 is supposed to be installed.
