I'm just getting around to painting this beast and I was wondering what color I should paint the periscopes around the tank commander's capula ?

For the clear AFV Club periscopes, paint the back silver, and the sides a dark neutral color. then paint over those colors with your sand color. It will have a slight mirror look fron the front as you'l be able to see through the clear front to the original silver in the back.
For the old Tamiya/Academy kits, gloss black will look just fine.
