Hair can be depicted as a mass, but not as individual strands (strands aren't really visible in small scales, anyway). Use epoxy putty, and sculpt with a wet toothpick or some similar tool.
On very large scale figures, I have seen some attempts to depict strands of hair, even body hair on arms or legs, using fibers of various kinds attached with small amounts of clear fixative, but I wouldn't care to try it myself.

Do the general hair shape with putty, maybe add some groves, but the real look is achieved with the painting, frst with a dark coat, and then with thin lines of the colour you want, in the direction of the hair(works really nice with brown base with intense yellow hair lines)

Depicting hair other way then putty is rather impossible: human hair is about 50μm in diameter. in 1/35 scale it should be about 1,5μm: this is diameter of cigarette smoke particle.

I've seen hair done on 1/35th figures using flocking (aka velvet flocking or flocking powder), but it's not very convincing. Best to stick to sculpting with putty.
