The Dragon kit "Brithis SBS with kayak" comes with a very nice sniper, other dragon kits as the "french foreign legion","delta force, somalia 1993", and most of the kits depicting russian speznast or paras(dragon, icm...)includes snipers.

I got the Dragon set from Sprue Brothers and used three of them with homemade camo suits in a dio.
Turned out quite well.
