How is Woodland Scenics snow?
Is there a better product or technique that is better?
I want to make a diorama like this:

Woodland Scenic Snow is micro-balloons. It works very well for realistic, scale snow and should be fine to depict your scene.
Put down a wet coat of PVC glue and water to the places you want snow. Sprinkle the 'snow on (like it was really snowing). When dry, remove excess. Repeat this process till you achieve the depth and look of the snow. Think of a topographical map as you repeat the snow. Obviously you want some areas to have less and some to have more.
Use a mask as it is easy to inhale these small 'balloons' and they certainly can be an irritant if inhaled.

This is the stuff in use as CR said
Nice stuff I'd buy more when necessary. I've used it as sand too. apply the same way and then paint tan.

I think it's the best snow product (for 1/35th, 54mm) on the market
