Havent done or seen it be done, but I strongly think thats some kind of glue he has made hanging and drying like that

I agree with some type of glue.
Once a two part epoxy gets pretty thick you can stretch it. You may also be able to pour a bit of resin. Maybe some CA is a small aluminum foil mold.
Another thought is household clear caulking.

I have seen this done with the old fashioned clear tube glue, the huff-able kind. Heck, most of my early models had glue hanging on them like this, albeit not on purpose.

Look to the model railroad world for some help here. A believe woodland senic makes a water product that dries clear. You could "tease" this stuff into icicles like the example.

I got this effect on a 1/9 Halcyon Alien by adding a drop of almost cured epoxy and pulling it down. It takes time because the glue want to shrink baclk up.

I read an article many years ago about this, use tube glue touch it to the surface pull down to desired lenght let dry paint pale blue on shadow side. this method can be used for bullet splashes in water and mud just the other way round and painted accordingly. hope this helps .

Acrylic gel medium from your local art shop - dries semi-transparent and will 'hang' like an icicle. When dry it also has a gloss finish.

Well I for one learned something. LOved the picture and thanks guys for an insight on how to duplicate it. Plan to do an Ardennes dio some day and with all the winter knowledge I've picked up from you guys I think' l'll spend two years on scenery alone.

I didnt read all of the replies so fogive me if I repeat something. I build large scale figures of fantasy subjects. To simulate drool I use this technique...it will work for making ice as well. Lay out a sheet of plastic wrap like Saran wrap. Squirt some super glue on it and hit it with some excellerator. It can then be pulled of of the wrap and applied to your kit.
Another method is to use a hot glue gun. Lightly touch the tip to some extra sprue and pull it away. It will form some little icicle looking pieces. Just experiment to get the desired effect. It can be glued to the model with super glue and the joint touched up with some baking soda. HTH "Q" :-)
