I have seen that Verlinden makes a couple insurgent kits, and I believe Warriors has some kits availible, you might want to check Squadron.com or Free time hobbies. Hope this helps.

You could try ICM, I think they do some Mujadeen (?) from the Soviet-Afghan wars which may be suitable.

The ICM Mujahadin set will not work for Iraqis. They are dressed as Afghanis, which is very different from what you see in Iraq. The only Iraqi Insurgents are in resin. Warriors and Verlinden have some good ones.
If you are doing an OIF 1 invasion dio, any basic soldier in US-style gear will do for Iraqi soldiers. Their uniforms were basically US- WWII type OD Green uniforms with a mix of Soviet and US gear (Soviet chest ammo rig, US canteens and pistol belts, etc.). Their helmets were cheap copies of US WWII M1 steelpots, made out of fiberglass though, not metal, many just had the fiber liners. Weapons were local-made copies of Soviet AK 47, AK 74, SKS, RPKs, RPG-7 etc.

I'm with Gino on this. I've seen a lot of footage from the Jazeera channel during the Iraq war.. and I remember when I was growing up in Beirut during the civil war. These "street fighters" are not organized with fixed unforms. Some have Soviet uniforms.. some have US uniforms.. and some just have regular jeans and T-shirts on. Some wear military boots and some just wear sneakers. It's just a "mish-mash" of whatever gear they could get. Some cover their heads with the "koufiah" and I've seen some wearing ski-type masks on with just an opening for the eyes.
I guess what I'm saying is that you can't really go wrong with their clothes.

That is the same as the ICM Mujahadin set and is Afghanis. They will not work for Iraq.

Actually, if you want to stay with plastic, you CAN make the ICM figures work for Iraq, with a little work. The figures are wearing the traditional Shalwar Qamiz, the long shirt over the baggy trousers. You can easily add length to them and turn them into Dishdashas. The headdress will even work on all of them save the kneeling one wearing the Pakhol. That will not work for Iraq, but you can swap his head for another. However, every style of Keffiyah and even turban can be used, as with the foreign fighter influx, we saw insurgents from at least six other countries. Some of them we'll never know... The one thing I personally did not see was jeans. Perhaps closer to Baghdad they might be more prevalent. Every single one I encountered who was not wearing a dishdasha was wearing some sort of tracksuit or sweatsuit bottom.
If you want to do a Wahabbi, shorten his Dishdasha to about mid-calf, and remove his moustache but leave the beard.
