Future floor wax - its a gloss coat acrylic 'paint'. Brush or AB it on straight up.
I'll work for ya.
That's one way - I'm sure there are more.

Once throughly dried, as slodder pointed out, go with Future (somewhere is marketed as Klear or Kleer by Johnson's) or with another acryl gloss clear coat...

Try this:
-Use a spray can primer and paint it as undercoat
-Then spray with silver leaf or any metallic colors near to silver
-Spray with gloss topcoat
This is now the tricky part. This depends on the color you're using
You will use different clear colors this way
eg. you want to make a deep blue stream
the pattern would be:
clear violet - topcoat - clear blue - topcoat - clear light blue - topcoat
The idea is to use colors from dark to light.

If all you need to do is add "shine / gloss" to your existing water, then a coat of Future / Kleer Acrylic floor wax is fine. If on the otherhand, you also want to add some gloss with DEPTH, then i suggest EnviroTex EZPour, found in any major arts and crafts store, like Hobby Lobby or Michaels.
Also, check out the "SPLASH" campaign folder and you will see how the current contest (which requires water as a main contingent) uses various techniques and styles to create water. There are some REAL good examples to see. Here is the link:

Future or the other name brand mentioned can be purchased at either a Do It Yourself store in the household products ilse or from a department store - again household cleaning ilse.
You can brush it on in thin coats with no problems. You can air brush it with not thinning.
Clean the AB well when done. It runs under $5 USD for a 32oz (?) bottle - More than you'll ever use!!!
Some of the other products can be purchased at craft stores like Michaels or AC Moore.
