The way I attach figures to bases is with a combo glue 'peg'.
I figure out the positioning of the figure first.
I drill a hole in the figures foot/knee (whatever will be touching the base). I insert a cut down paper clip or hobby wire (whatever is around and fits size wise). I CA that in place. Then I drill a matching hole in the base. I add white glue to the base and insert the 'peg'

houdini, slodder has a good method for gluing down figures but i have never seen that done and no offence slodder but there are better less, and more logical methods like simply gluing ti with pva ( white glue) to their shoes , knees whatever and then just press down on the figure to the base, it dries clear and sticks nice and hard and tight and also its very easy to pull up incase you change your mind.
hope this helps, but slodders methos is also very good

There is a really good article in this months Model Railroader magazine on pg 94. The quick of it is mix white glue with water 50/50 ratio. Add a drop or two of Isopropyl alcohol. Mix it up and after you have everything in position on your Dio, very gently pour it onto the dio. It will spread out and affix all the details and figures in place. It will dry clear. Also if you ever need to remove something, just wet it with water, wait, and pry it off. This would not work well in a street type dio, but should work well in foliage.
