I have maybe a strange question. We are
constructing a huge ( 2x3 meter) diorama of
a Belgian formula 1 circuit ‘Francorchamps’
at scale 1/700 .
We have trees, street and houses but now we
must create some gras.
Can someone give me some advise for
1/700 scale gras? And how to paint the gras? Or do we use sand and paint this?

You can ask this question over on Model Shipwrights as well, they might have some better answers; but what you have to remember is that 1/700 is so incredably small that individual blades of grass will not be seen. I believe that the scale distance is several hundred yards, so your grass will just a green spot in your diorama. You probably could use different shades of green for effect. Even sand will be huge in 1/700. Let's face it, an adult in 1/700 is only ~3mm tall, and 1" on the diorama is 58ft 4in.

You may want to use fine velvet powder (flocking material available in creative/hobby stores). It is the material used to give the velvet finish for jewelry boxes, basically it is very finely ground PU foam. If you are lucky you can find it in green and if you are very lucky you may find several shades of that, so this way you do not have to paint it. Spray glue on the surface and sprinkle the material onto it. A layer of flat coat will keep the flocking in place.
