My first thought is MiniArt but then it looks like an old Verlinden piece.
I've seen it somewhere else, and for the life of me I can't remember where.

Yes This is a Verlinden Ceramic building.

It look like the modeler only used part of it, since there should be another wall that come out form the main building.

I think it's call a Normandy Village Ruin #328. Which I have one un-finished.
