Would anybody be interested in taking part in a campaign set around a single figure of any size on a small base, only to show the figure, no dioramas, no vehicles, any soldier from WW2 to present day.

A Figure Campaign, eh? I haven't seen this kind of campaign here yet (and I would like to see one).
But...
I think that making figures is what we all do all the time therefore I do believe that to have a good figure campaign you have to be more specific. Conditions you've proposed transferred to AVF campaign would sound like "Build a tank" - not too interesting, don't you think?
Try to figure out what type of military unit could be interesting and which differs enough in time to assure big range of diversity of presented figures. Maybe campaigns like "Snipers", "Officers", "Tank Hunters" "Military Engineers" “1/16 WWII” or so would draw attention and be a good base for a figure campaign.
Also you have to consider that single figure in 1/72 scale is rather a small subject for a campaign - 1/35 looks better but 1/16 is single figure dedicated scale I think. Maybe you could allow figure groups on a base (so some small figure-focused-diorama aspect here as well...)

These were my two cents - I'm not criticizing your idea, just sharing my thoughts about your idea with you.

1:35
British Infantry ONLY
WW2 to Present allowed
Group figures - 3 MAX
No Vehicles
No Dioramas
Base to set the scene, nothing to big - e.g. (Base with a tree etc)

Any thoughts or improvements

Your idea with "British troops WWII-today" seemed more interesting for me - big diversity would make this campaign quite interesting.
Market Garden would lower the allied unit diversity to
GB:
1. Airborne Division - gen. Urquhart
Guard Tank Division
43 Infantry Division 'Wessex'
USA
82 Airborne - gen. Gavin
101 Airborne - gen. Taylor
Poland
1st Independent Parachute Brigade - gen. Sosabowski

4/6 units were Airborne and this subject was recently covered by Airborne campaign.

From German side:
2. SS Panzer Korps
Kampfgruppe von Tettau
86. Korps
88. Korps
2. Fallschirmjäger Korps
12. SS Korps
So figures would be late war SS infantry and panzer troopers, WH infantry, and Fallschirmjäger (recently covered by Airborne camp. again).
So again - as figure only campaign the Market Garden would be too narrow for allied figures (take the market situation under consideration as well... home many figure kits of this units are available) and too wide considering German side (any west European front late war German SS or WH figure).

Man, I must be very annoing... Am I not?

I was going to say Market Garden at first but i found that it was already being covered, so i though of british troops in general.

After i have this idea how do i make it a campaign etc?

You should start with porposing campaign in the Campaign Forum (why not in this thread).
Desctribe exactly the rules:
1. Genre of campaign (Figures)
2. Subject (British soldiers WWII - today)
3. Scale (1/35 or any other you want to allow - it's your choice as a leader)
4. Rules: in example: 1-3 figures on small base, no vehicles, etc...
5. Proposed start date
6. Proposed end date.

If you can get support of at least 10 people for these conditions (or for changed after discussion and remarks that will appear here for sure) you can go HERE and officially submit the campaign - it will be checked by Mark Millard and with everything in place should be approved.

Or how about British and Empire forces WW2 and Post War British and Commonwealth Units..?

Either way, I'm intrigued.
