To state the obvious, it depends on the size of the vehicle. Not every diorama has to have 1 x panzer and 3 x crew. There are loads of small vehicles, and no want of figures that would be perfectly at home here.
But you are correct as well .... many will look at this and think its a bit tight for a panzer. I wish that Miniart would release a box with 2 sheets of plain cobblestones, that could be used to extend bases like this, plus a multitude of other reasons. How popular would that be??
