I've been contacted by a guy looking to commission me for a few figures. He's looking for the following officers:
1 - Erich von Manstein
2- Gerd von Rundstedt
3- Gunther von Kluge
Does anyone know of a company that manufactures any of these figures?

I can only think of a couple of companies that might have done.
Verlinden did some Generals
Belgo also done a few White Metal figure's but cant remember which.
might be worth checking them out.

Of the officers you list I've only ever seen a one eighth scale bust of Erich von Manstein. I believe this was made by Kirin, who no longer exist as a company.
Poor quality rip off copies do turn up occasionally and I would not recommend them, not only the fact these will not be the same quality as the original but you'll be supporting the scumbag counterfeiters.
You may however find somebody with a genuine copy in their collection willing to sell.
A good choice of places to post requests for figures would be the Historicus Forma on this web network

I have a vague memory of Jaguar doing a Rundstedt figure. If you can't find the figures check out the Tristar 35006 - German Officers' Field Session Set. That might work with suitable replacement heads.

I think Dragon did a field officer set that could be used - with a little tweaking.
