Just purchased Tamiya's 1/35 Japanese Army Infantry 4 figure set and was wondering if someone could tell me how to decifer the paint code.

Hey Cal,
If you mean the X and XF numbers given on rear of the kit's box, they refer to the specific colours to use from Tamiya's line of paints.

If you don't want to use Tamiya paint, here's a paint conversion chart:
IPMS Stockholm Colour Charts

Have 1 more questions if I may.
I also acquired at the same time Dragon kit #6159 the Panzer Grenadiers. The paint
code asks for H321, H303, H309, H310, but I couldn't find a site that had these clolours on their list?

Hey Cal,
IIRC, the H prefix would indicate Gunze Sangyo colours.
Here's IPMS Stockholm's GS colour chart:
