I've never heard anything about Vallejo's product and I've not heard much good about WS, so if those are my only two choices I'd opt for Vallejo's. But it's not from experience, just from what I've heard.

Various techniques here:
http://www.shipmodels.info/mws_forum/viewtopic.php?f=4&t=37923
For leveled water, the best product is clear resin. Vallejo Still Water is good to break the even surface of the resin once it sets but it's not good to create "deep water"
Acrylic Gel Medium (Gloss), is very good to create little waving.
I'll be creating a rough-sea diorama soon:

More water techniques here:

Feel free to contact me directly, if you think I might help.

1. You cut the tank and you only need to have a thin layer of water that can be done with severall layers of Still Water.

2. You make all the ground (margins, bottom of the lake and so on), build the whole tank, make a frame, creating a pool, fill with 2 or 3 layers of clear resin (to reduce warpage and heat during curing), use Still Water to create little waving.
