I think you should narrow the rules a little. Too wide subjects may be difficult to be found interesting.
Write us what exactly you mean: '39-'40? Which side? Both? Europe only? Some more details and I believe you may have planty of participants.

Hello All,
I think that Matthew is thinking about the planed Invasion around June-July 1940 by German Forces to Invade England.
Their is a good book on the subject: Invasion: The Alternate History of the German Invasion of England, July 1940 by Kenneth Macksey. It is a very good what if, I have read it a number of times.
On the rules, I would only allow what forces Germany and England had at the time, ie: no Panthers, Churchill's, American forces etc.
You could also allow Ships and Aircrafts in, Thus allowing other Members to join in.
Of course, I don't know how Matthew will want to set up the rules and regs.
Just my 2 cents on the subject.
Cheers,
Bruce

Bruce,
Yeah what im hoping for is a campaign based on the theoretical 'Sealion' before editing my first post i suggested the following rules
1:Any German and Commonwealth vehicle form the '39 '40 time slot.
2:Any invasion conversions such as civilian turned home guard, or German landing craft/gliders ect..
3:must be a dio or vignette.
4: must include a vehicle in the dio, lone turrets ect. are accepted.
5; No aftermath ie. king tiger ploughing through london streets
Any other rules can be decided on via disscussion.
Cheers,
Mat

Hello Matthew,
I would suggest that you open it up to the Wingey and Floaty guys. It would gather more support. There are a lot of new ship models on German Landing Craft, British Home Fleet Units and German Early War Aircraft.
You do have a great idea, I tried to get a Sea lion Campaign going using Macksey book But it went down in flames
Let me know if I can help.
Cheers,
Bruce

Thanks Bruce,
I'll like to have it open to all so should i post this else where?? as i mentioned earlier all 'vehicles' but what i forgot was all boats and aircraft to be used for the therotical campaign on both sides. (even a civilian crop duster with a couple of 'Oirlekens' strapped to it for home defence would be allowed,LOL)
possible what ifs:
1. German: landing craft, gliders, barges ( even the possible 88's mounted ones) ect.
2. Allied: Civilian conversions, home gaurd equipment costal defence launches, the mighty RAF ( RAF would be 'what if' as the RAFwould've been all but distroyed for the operation to commence.) ect.
Cheers,
mat

Well, we have (very) active Sites for both Aviation & Warships, so that would be a good place to start:
