The easiest solution is to ask Tamiya USA to replace them...

yes the best way would be to replace them from Tamiya USA... let us know how this works out..

If for some reason you can't get replacements here is an Idea I came up with to replace one once.

I went to the hobby shop and got some plastic tube (plastruct or evergreen what ever works) that was just wide enough to go over the wheel peg.. I cut it to the size needed then I glued this in place in the center of my wheel where the polycap went.. and I had to use some gap filling super glue to fill in a little bit of open area around it so it wouldn't break.. then I glued it to the model. using this method the wheel will not roll but for most tamiya models this isn't really an issue anymore.......
