Take a look at this photo spread of the Humvee. Why do they not have a front and rear bumper system like a regular car or something like out of NASCAR to protect the front end and even the back end for more protection for the troops?

Driver's trying to be cool. like these guys:
Back in the 60's, street machines were often set up without a front bumper often with a reverse rake (lower rear end than front.

It looks like a vendor's display during the one of the shows at the Armor Center at Ft Knox, KY.

Looks to me like the proposed ECV II variant (for which a designation has not been applied to at least as far as I can see). Its a development from the Expanded Capability series (most of the 11xx series HMMWVs are in this series), which was supposed to restore performance lost in loading the new vehicles down with armor, etc.
Can be found in this briefing from NDIA's 2009 wheeled vehicle conference.
And I thought the HMMWV has always been lacking in a traditional bumper? Some vehicles had been retrofitted with guards in the front and back, but this was mainly done by various elite forces from what I can tell (and vehicles working in prisons in places like Iraq and Afghanistan).
