Basically 'Static Grass' consists of small (2mm -6mm generally) fibers of Rayon, a material that responds to static electricity. The material comes in a bag or jar and you can sprinkle it onto an area that you have laid down some glue (usually a PVA/H2O mixture) You can then pass something with a static charge over it and the individual fibers will stand up making it look like grass.
The fibers come in all different colors and sizes and they sell specific "static charge" tools that create the charge and make the grass stand up with a pass. You can make a tool that can do this far cheaper than it costs to purchase a pre-made one.

erm, i'm not entirely sure what mine is called but i found it fine in the UK, and fairly cheap too. i don't think you can make your own though. the shop i bought it from sells a lot of stuff for model railways and that was where i found it, so try looking in any model railway shops. next time i go to my model shop i will check out the brand. and don't worry about colour, you need to paint it anyway.
