Hi shonen, the method I use to stick sand to a base is to cover the base with dilute PVA wood glue and scatter the sand over it. Allow it plenty of time to dry and tip the excess off onto newspaper. I use an old wide paintbrush to gently brush off any loose sand that doesn't fall away. You will be left with a nice even covering of sand. I've never had any problems with the sand not sticking with this glue.

the metod I use is this:
I apply a layer of PVA glue and over it I spread the sand.
The sand is made of cat litter or some rock that I call mica (don't know english) that i make like dust using a coffe machine.
