I have been noticing the ranks, badges, and ribbons above and to the right of peoples names. what are these about.

its just an indicator of how many posts you have, just a fun thing not a serious thing,
as well as of course, the post count you have

Ribbons in person's profile may be also awards for participating in campaings.
