could you not sculpt some milliput around the arm, and paint the Carachters on?
are these the armbands you mean?

Tissue paper soaked in PVA glue and wrapped around the figures arm makes excellent arm bands. I have made medics arm bands that way

Another method is to use the metal from a wine bottle - which is also great for making webbing, dented fenders, sheet metal, etc
